Authorizes certified shorthand reporters to create a debt against attorneys' firms for unpaid stenographic services provided at the attorney's request.

Requires certified shorthand reporters to deliver an invoice with the completed stenographic record; if payment is not received within 60 days, reporters may impose a lien on the attorney's firm with 15 calendar days' notice.

Permits attorneys or their firms to dispute the invoice amount or accuracy of the stenographic record and seek declaratory relief from circuit court.

Exempts the lien requirement when payment is otherwise provided by law or when the attorney expressly disclaims responsibility for payment in writing at the time of service request.

Takes effect July 1, 2011.
