Adds new subsection (f) to Hawaii Revised Statutes Section 658A-15 allowing arbitrators to enter default rulings against parties that fail to pay arbitration fees or costs directed by an arbitrator or arbitration organization.

Default ruling authority applies only to arbitrations where all parties are commercial entities, excluding cases involving individual consumers or non-commercial parties.

Arbitrator may impose default ruling without requiring additional proceedings or notice beyond the fee or cost directive already issued.

Effective date: January 7, 2059.
