Defines "commercial dog breeder" as any person or entity that has sold, whelped, transferred, or given away 10 or more litters or 30 or more dogs during the preceding 12 months, and establishes requirements for their operations.

Requires breeders to provide written disclosure to purchasers containing the dog's medical history, inoculations, worming treatments, veterinary care received, and a statement of health status signed by the breeder or a veterinarian.

Establishes purchaser remedies if a dog becomes ill within 15 days of purchase or dies, allowing the purchaser to choose a refund, exchange, or reimbursement for veterinary fees up to 150% of the purchase price.

Prohibits breeders from knowingly selling diseased dogs requiring hospitalization or nonelective surgical procedures, with escalating civil penalties ranging from $1,000 to $10,000 and sales prohibitions from 30 days to one year for repeat offenses.

Requires breeders to maintain sanitary facilities, provide adequate nutrition, space, socialization, exercise, and veterinary care, and prohibits primary housing of dogs on wire flooring.
