Establishes the 'Aha Kiole Commission within the Department of Land and Natural Resources to advise the governor on land and natural resource management issues.

Commission consists of eight members selected by 'Aha Moku councils from respective islands and shall select its own chairperson.

Commission duties include providing advisory input on indigenous resource management practices, implementing best practices for natural resource management, fostering use of native Hawaiian methodology, and ensuring sustainable use of marine, land, cultural, agricultural, and natural resources.

Commission shall submit annual reports to the governor and legislature no later than twenty days prior to each regular legislative session beginning in 2012, including all recommendations and actions taken by state and county agencies.

Appropriates unspecified general revenue funds for fiscal years 2011-2012 and 2012-2013 to cover administrative costs of the commission, effective July 1, 2011.
