Prohibits any person from possessing Pacific blue marlin (species Makaira nigricans) for the purpose of sale, importation, exportation, trade, or distribution.

Exempts persons holding a department of land and natural resources license or permit to conduct research for education purposes from the prohibition.

First offense: Administrative fine of $5,000 to $15,000.

Second offense: Administrative fine of $15,000 to $35,000, plus seizure and forfeiture of Pacific blue marlin, commercial marine licenses, vessels, fishing equipment, or other property involved.

Third or subsequent offense: Administrative fine of $35,000 to $50,000 or imprisonment of not more than one year (or both), plus seizure and forfeiture of property; effective July 1, 2011.
