Prohibits the contractors license board from considering unlicensed experience in Hawaii or any other state as a qualification for contractor licensing.

Creates an exception allowing the board to consider unlicensed work as qualifying experience if the applicant came from a state or foreign jurisdiction lacking an established contractor licensing system, provided the applicant has gained sufficient experience within the State before applying.

Amends Hawaii Revised Statutes Section 444-9 to clarify licensing requirements for general engineering contractors, general building contractors, and specialty contractors.

Takes effect on July 1, 2112.

Does not affect rights, duties, penalties, or proceedings that were established before the effective date.
