Establishes a new bargaining unit (unit 14) for state law enforcement officers under Hawaii's collective bargaining law.

Adds state law enforcement officers to the list of appropriate bargaining units in Section 89-6, Hawaii Revised Statutes, alongside existing units for police officers, firefighters, and other state employee categories.

Grants the governor six votes and mayors, chief justice, and Hawaii health systems corporation board one vote each in negotiations for the state law enforcement officer bargaining unit, consistent with other comparable units.

Prohibits the labor relations board from directing an election in any new bargaining unit composed of employees currently covered by a valid collective bargaining agreement.

Includes state law enforcement officers in the impasse resolution procedures (mediation and arbitration) for collective bargaining disputes under Section 89-11.
