Appropriates $100,000 for fiscal year 2011-2012 and $100,000 for fiscal year 2012-2013 from general revenues for operation and maintenance of the east Kauai irrigation system.

Funds shall be expended by the agribusiness development corporation and administered by the East Kauai Water Users' Cooperative, which has operated the state-owned system under a revocable permit since March 2002.

Appropriation shall not supplant any other moneys already appropriated to the East Kauai Water Users' Cooperative for those fiscal years.

System provides water to agricultural crops in Kapaa area, supports the Fern Grotto ecosystem, and maintains the Wailua reservoir for planned public recreation facilities.

Takes effect July 1, 2020.
