County animal control officers must administer a permit program for dog breeding, subject to any existing county ordinances that prohibit breeding.

Dog breeders must obtain a breeding permit valid for 12 months, renewable annually for a fee of $100 per dog, and must report the number of live births and litter composition to county animal control.

County animal control agencies must inspect breeding premises at least twice per year, with inspection fees assessed according to a public fee schedule; breeders refusing inspection are subject to permit suspension or revocation.

"Dog breeder" is defined as any person, firm, partnership, pet store, or entity that has sold, whelped, transferred, or given away 10 or more litters or 30 or more dogs in the preceding 12 months, including internet sales.

Violations of this section are subject to civil penalties of up to $1,000 per violation; the law takes effect upon approval.
