Authorizes out-of-state certified public accountants and firms with valid licenses from another state, territory, or District of Columbia to practice in Hawaii if their principal place of business is outside Hawaii and they maintain no office in the State.

Out-of-state practitioners must comply with Hawaii's accountancy laws, professional standards, and board regulations, and must submit to Hawaii court jurisdiction and board oversight.

Out-of-state individuals may perform audits and financial statement reviews for Hawaii entities only through a Hawaii-licensed firm, while out-of-state firms are prohibited from providing these services.

Requires out-of-state practitioners to cease practice immediately upon criminal conviction or if their home-state license is suspended, revoked, or expires.

Establishes that Hawaii-licensed accountants and firms are subject to disciplinary action by the board for violations committed in other states or territories if those acts would be grounds for discipline in Hawaii; effective July 1, 2011.
