Transfers jurisdiction over Waiahole and Waikane valleys from the Hawaii Housing Finance and Development Corporation (HFDC) to the Hawaii Community Development Authority (HCDA), effective July 1, 2011.

Transfers ten specific parcels of land from HFDC to HCDA, totaling approximately 106 acres, identified by tax map key numbers and acreage amounts.

Requires HCDA to offer new leases to persons holding revocable permits on transferred parcels as of July 1, 2011, on the same terms as other HCDA lessees in the Waiahole agricultural park.

Designates lands comprising Waiahole valley (including related Waikane valley) as important agricultural lands under Hawaii's agricultural land preservation statutes.

Stays any eviction proceedings for affected lots pending disposition of new leases; transfers all HFDC employees, equipment, and records related to these functions to HCDA while preserving employee tenure and benefits.
