Extends the eviction moratorium for Kahana Valley State Park residents from 2 years to 4 years, protecting persons who resided there as of the bill's enactment, participated in interpretive programs, and either lived there continuously since before 1987 or held a long-term lease or permit.

Authorizes the Department of Land and Natural Resources to negotiate and enter into long-term residential leases for state parks with acreage between 5,000 and 6,000 acres with qualified current residents contributing at least 25 hours of monthly service and other persons identified in an approved living park master plan.

Requires the Department of Land and Natural Resources to submit an initial progress report to the legislature by 20 days before the 2012 regular session and a final progress report by 20 days before the 2013 regular session regarding implementation of the Act.

Affirms that state living parks possess unique historical and cultural value and establishes that residents are essential to the parks' purpose of nurturing and fostering native Hawaiian culture.

Takes effect on June 30, 2011.
