Requires state agencies to review all existing community plans during their planning process before taking action that will impact a community.

State agencies must consider provisions in community plans, make reasonable efforts to conform to those provisions when possible, and report in writing any areas where their intended action will conflict with the plans.

Defines "community plan" as an existing, publicly available plan finalized on or after January 1, 2006 that was developed by the community in partnership with government entities, in response to a government request, or by a neighborhood board or community organization.

Defines "state agency" as an office, division, department, or instrumentality of the State and "action" as the implementation of a program, project, or initiative by a state agency.

Takes effect upon approval.
