Adds new section to Hawaii Revised Statutes Chapter 651 providing federal disability benefits awarded to veterans for service-connected disabilities under Title 38 United States Code chapter 11 are exempt from creditor claims.

Protects veterans disability benefits from attachment, levy, or seizure under any legal or equitable process as provided by federal law.

Prevents veterans disability benefits from being awarded to any other person.

Exempts this protection from applying to portions of service-connected disability benefits subject to child and spousal support enforcement under Title 42 United States Code section 659(h)(1)(A)(ii)(V).

Takes effect July 1, 2011 and does not apply to actions filed before the effective date.
