Defines "large public facility" as publicly or privately owned property open to the public with capacity of at least 50,000 people.

Exempts liquor licensees operating in large public facilities from liability for minors consuming alcohol if the licensee obtains county liquor commission approval of security plans to prevent underage consumption and implements the plan in good faith.

Clarifies that licensees are not automatically strictly liable for minors consuming alcohol on their premises when appropriate security measures have been approved and implemented.

Makes minor grammatical and technical corrections to existing liquor statutes regarding employee age restrictions, prohibited conduct, and licensing requirements.

Effective July 1, 2050.
