Authorizes the Hawaiian Homes Commission to determine whether bingo shall be allowed on Hawaiian home lands and to designate one specific geographic location within the State where bingo operations are permitted.

Creates a Hawaii Bingo Commission within the Department of Commerce and Consumer Affairs to regulate bingo, issue licenses, and enforce compliance with bingo operations and rules.

Establishes that only one licensee may operate bingo at the designated single location, with the commission awarding the license to the highest qualified bidder through an application and approval process.

Allocates tax revenues from bingo gross receipts as follows: 1% for compulsive gambler programs and public security, up to 4% for commission administrative expenses, 20% to the state general fund, and the remaining balance to the Hawaiian home lands trust fund.

Exempts bingo conducted pursuant to this chapter from the definition of "gambling" under Hawaii Revised Statutes chapter 712.
