Appropriates funds from general revenues to the four Hawaii counties (Hawaii, Kauai, Maui, and Honolulu) for agricultural drought mitigation measures and projects for fiscal years 2011-2012 and 2012-2013, with specific allocation amounts to be determined.

Directs each county's appropriate department to expend the appropriated funds on drought mitigation initiatives developed by their respective county drought committees.

Requires each county drought committee to submit a report to the legislature no later than twenty days before the 2012 regular session convening detailing the status of their county's drought mitigation projects.

Each county report must include actions taken to implement new drought mitigation projects, progress on existing strategies, and efforts to obtain available federal funds for drought mitigation purposes.

Takes effect upon approval, with the appropriation provisions effective July 1, 2011.
