Establishes price caps for repackaged and relabeled drugs in Hawaii's workers' compensation system, limiting reimbursement to the average wholesale price of the original drug plus 40 percent, with an additional 10 percent repackaging premium.

Requires compounded medications to be reimbursed based on the sum of fees for each ingredient with a national drug code, using the same pricing formula as repackaged drugs when applicable.

Authorizes physician dispensing fees of $4 per prescription on islands with populations of 500,000 or more, and $7 per prescription on islands with populations under 500,000.

Requires employers, insurers, or the special compensation fund to reimburse medical services providers within 60 days of receiving a properly completed bill with required documentation.

Takes effect July 1, 2112.
