Limits board directors of planned community associations to a maximum of four consecutive terms of office.

Requires boards distributing proxy ballots to post notice at least 30 days in advance and allow owners to request nomination to the board within 7 days of notice.

Mandates proxy forms include an option for all proxy votes to be pooled and divided equally among all candidates present at the meeting, rather than allocated to specific candidates.

Increases candidate statement limit from one hundred words to one single-sided 8½" x 11" page, formatted in black text on white paper only.

Permits boards to distribute an optional questionnaire to board nominees (not to exceed one page) to accompany the proxy materials, with responses included in documents mailed to all owners.
