Authorizes the Director of Business, Economic Development, and Tourism (DBEDT) to establish, increase, decrease, or repeal fees for services rendered to business entities and for copies of department publications and reports.

Creates a special fund called the business development fund into which all revenues, fees, and fines collected by DBEDT shall be deposited.

Allows the director to use moneys from the business development fund to fund department operations, personnel training, and other business development activities.

Requires the director to submit an annual report to the governor and legislature describing expenditures from the fund, including non-payroll operating expenses.

Adds Title 13 to the list of Hawaii Revised Statutes chapters subject to the fee adjustment authority under section 92-28, allowing up to 50 percent increases or decreases in fees without exceeding annual operating costs.
