Amends Section 107-1.5, Hawaii Revised Statutes to change the assessment formula for construction projects managed by the Department of Accounting and General Services.

Replaces the existing logarithmic curve assessment method with a fixed percentage of all state fund appropriations for capital improvements designated for construction costs.

Limits the new assessment to capital improvement appropriations specifically designated for construction or renovation of state buildings.

All assessment moneys collected continue to be deposited into the public works project assessment fund to support the department's repair, maintenance, and alteration services.

Takes effect on July 1, 2030.
