Amends Hawaii Revised Statutes Section 707-701(1) to expand the definition of first degree murder to include intentionally or knowingly causing the death of a witness in a family court proceeding alleging a law violation by a minor, pursuant to section 571-11(1).

The amendment adds family court proceedings to the existing provision that already prohibited killing a witness in a criminal prosecution when the killing is related to the person's status as a witness.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date.
