Redirects 15% of tobacco settlement funds normally allocated to the emergency and budget reserve fund into the general fund for fiscal years 2012-2013.

Redirects 6.5% of tobacco settlement funds normally allocated to the Hawaii tobacco prevention and control trust fund into the general fund for fiscal years 2012-2013.

Appropriates $25,000,000 from the Hawaii tobacco prevention and control trust fund to the general fund for fiscal year 2011-2012.

Appropriates $10,000,000 from the tobacco settlement special fund for each of fiscal years 2011-2012 and 2012-2013 for Medicaid programs.

Appropriates $5,000,000 from the tobacco settlement special fund for each of fiscal years 2011-2012 and 2012-2013 for comprehensive health care services through the Hawaii Health Systems Corporation.

Appropriates funds from general revenues for various health and social programs including a new Medicaid eligibility system ($2,923,356), preschool open doors program ($3,200,000), court substance abuse programs ($3,521,545), disproportionate share hospital allowance match ($8,654,621), and kupuna care program enhancements ($2,963,411 per year).
