Transfers title of all state lands on Sand Island from the Department of Land and Natural Resources to the Hawaii Community Development Authority (HCDA) upon the effective date.

Transfers planning and zoning authority over Sand Island real property from the City and County of Honolulu to the HCDA for lands established under Hawaii Revised Statutes section 6E-36.

Transfers all rights, powers, functions, and duties related to Sand Island from the Department of Land and Natural Resources and City and County of Honolulu to the HCDA.

Transfers all appropriations, records, equipment, contracts, and related personal property held by the Department of Land and Natural Resources to the HCDA along with the transferred functions.

Effective date is July 1, 2011; existing rules, policies, and documents remain in effect with references to the Department of Land and Natural Resources amended to refer to the HCDA.
