Appropriates state general revenue funds for fiscal years 2011-2012 and 2012-2013 to the Path Clinic as a grant pursuant to chapter 42F, Hawaii Revised Statutes, for case management and social services.

Path Clinic provides comprehensive prenatal, delivery, and postpartum care plus social services to pregnant women and recent mothers struggling with substance abuse, including alcohol.

Appropriated funds shall support case management by master's-level social workers, addiction medicine services not covered by Medicaid, therapeutic childcare, transportation assistance, group classes, and administrative support.

Clinic has achieved high success rates including 80% drug abstinence within eight weeks, 94% substance-free at birth, and 96% of women maintaining custody of infants eight weeks post-delivery.
