Authorizes the Department of Land and Natural Resources to lease fast lands and submerged lands at Ala Wai boat harbor through a request for proposals process to generate revenue for harbor maintenance and improvements.

Specifies leasable parcels including approximately 112,580 square feet of fast land currently used for harbor offices and parking, and a triangular parcel used for parking.

Permits lease uses including office space (minimum 2,000 square feet for division operations), vehicular parking, commercial uses (restaurants, retail, marine supplies), training facilities, vessel fueling, and vessel repair facilities.

Requires all lease revenues to be deposited in the boating special fund for use across the division's twenty-one harbors, fifty boat ramps, and other facilities statewide.

Establishes a maximum lease term of fifty-five years and eliminates the requirement for prior legislative authorization by concurrent resolution for leasing submerged lands.
