Establishes the Progressive Tax Reform Task Force within the Department of Taxation to analyze and reform Hawaii's tax structure.

Task force composition includes two gubernatorial appointees, two state senators, two state representatives, the director of taxation, one representative from the Legal Aid Society of Hawaii, and one representative from the Tax Foundation of Hawaii.

Task force shall identify steps needed to create a more balanced and progressive tax structure and assist the director of taxation in developing a consistent, fair, and uniform tax system.

Task force members serve without compensation but receive reimbursement for necessary expenses and shall select their own chairperson.

Task force must submit findings and recommendations to the legislature no later than twenty days before the 2012 regular session convening and shall cease to exist on June 30, 2012.
