Converts six University of Hawaii revolving funds into special funds: child care programs, discoveries and inventions, alumni, intercollegiate athletics (Manoa and Hilo), and animal research farm (Waialee).

Repeals five University of Hawaii funds effective June 30, 2011: Western Governors University special fund, housing assistance revolving fund, conference center revolving fund, international exchange healthcare tourism revolving fund, and community college bookstore revolving fund.

Transfers remaining balances from repealed funds to other University of Hawaii funds: conference center fund balances to commercial enterprises fund, and housing assistance fund balances to Manoa faculty housing program.

Removes the University of Hawaii housing assistance revolving fund from the list of funds eligible to receive deposits from research and training overhead revenues.

Takes effect July 1, 2011.
