Establishes the Hawaii Western Interstate Commission for Higher Education (Hawaii WICHE) as an administrative entity within the University of Hawaii to represent Hawaii in the Western Interstate Commission for Higher Education.

Authorizes the Hawaii WICHE to establish a repayment policy for students receiving financial support from legislature-appropriated funds for the professional student exchange program.

Creates a professional student exchange program special fund to receive repayment of principal and interest from program participants and interest earned on fund moneys.

Designates special fund revenues to support professional student exchange program activities and enforce collection of delinquent obligations from former or current participants.

Takes effect July 1, 2050.
