Board of Regents shall adopt strategic goals, outcomes, and performance indicators designed to meet state higher education needs and establish the University of Hawaii as a foremost educational, research, and service center in the United States and Pacific/Asian regions.

University shall periodically review its strategic goals, outcomes, and the public higher education needs of the State.

Board of Regents shall apply the university's strategic goals and outcomes in developing budget requests to the legislature.

University shall submit a biennial report on its strategic outcomes and performance measures to the legislature no later than twenty days before the regular legislative session in the second year of each fiscal biennium.

Removes previous requirement for periodic review of all instruction, research, and support programs to determine consistency with adopted benchmarks.
