Streamlines the regents candidate advisory council process by removing initial appointment deadlines and interim appointment provisions while maintaining the requirement to present 2-4 qualified candidates for vacant or expiring seats.

Changes regents candidate advisory council members' terms to uniform four-year terms, removing the previous two-year terms for initial appointees.
