Eliminates the statute of limitations for civil actions by persons subjected to sexual offenses as minors, allowing such claims to be brought at any time.

Revives claims previously barred by the statute of limitations for one year following the effective date of this act, if the sexual conduct occurred 35 or fewer years before the act's effective date.

Establishes an alternative revival window allowing actions to be brought within 35 years after the minor victim reaches age 18.

Requires plaintiffs filing revived claims to submit a certificate of merit, verified by a licensed psychologist, family therapist, mental health counselor, or clinical social worker, stating reasonable basis to believe the plaintiff experienced qualifying sexual offenses.

Applies to violations of Hawaii Revised Statutes chapter 707, parts V or VI, or equivalent offenses committed before this act's effective date.
