Extends authorization for the John A. Burns School of Medicine (JABSOM) to receive Hawaii tobacco settlement special fund moneys for annual operating expenses through June 30, 2015 (previously set to expire June 30, 2011)

Reduces the portion of tobacco settlement funds allocated to JABSOM by one percent per fiscal year starting with fiscal year 2012-2013 until June 30, 2015

Increases the portion of tobacco settlement funds deposited to the state general fund by one percent per fiscal year starting with fiscal year 2012-2013 to compensate for reduced JABSOM allocation

Requires the University of Hawaii to submit detailed accounting of all revenues and expenditures related to the university revenue-undertakings fund and medical school operating costs to the legislature prior to regular sessions in 2012, 2013, 2014, and 2015

Takes effect July 1, 2011, and repeals on June 30, 2015, with section 328L-2 of Hawaii Revised Statutes reverting to its prior form
