Establishes "criminal waste of water" as a petty misdemeanor offense in Hawaii Revised Statutes Chapter 712.

Prohibits knowingly allowing water from a person's property to flow onto impervious areas (streets, drainage areas) for one hour or more, or operating a broken irrigation system that causes such water flow.

Imposes escalating fines: $50 for first offense, $100 for second offense, and $1,000 for third or subsequent offenses.

Addresses water conservation by treating negligent water waste similarly to littering, citing that water takes approximately 25 years to percolate into underground aquifers in Hawaii.
