Appropriates funds for fiscal years 2011-2012 and 2012-2013 to support science, technology, engineering, and mathematics (STEM) experiential learning initiatives and workforce development programs across Hawaii's educational institutions.

Establishes funding for the Hawaii excellence through science and technology academy pilot program at Kauai community college, the fostering inspiration and relevance through science and technology pre-academy program, robotics and problem-based learning program, and research experiences for teachers program at the University of Hawaii.

Provides appropriations for professional development programs in STEM disciplines for practicing teachers and a transition to teaching program offering stipends to STEM graduates entering the University of Hawaii post baccalaureate certificate in secondary education program.

Appropriates funds to support the business/education internship and mentorship program through the University of Hawaii to align workforce skills with emerging industry needs.

Appropriates funds to the Hawaii 3Ts school technology laboratories fund to maintain and expand the project EAST program statewide, contingent upon matching funds from county economic development boards.
