Amends Hawaii Revised Statutes Section 281-17 to add a new power for county liquor commissions to prescribe rules limiting expression and conduct of patrons in licensed premises, subject to constitutional protections of free expression.

Requires each county liquor commission to adopt or amend rules by July 1, 2012, regarding patron conduct and expression in premises licensed to sell liquor for on-site consumption.

Mandates that county liquor commission rules include a definition of the term "dancing."

Makes minor grammatical and stylistic corrections to existing liquor commission authority provisions, including singular/plural adjustments and punctuation changes.

Effective date of January 1, 2059.
