Exempts broadband infrastructure installation and improvement from state and county permitting requirements from January 1, 2012 to January 1, 2017, including exemptions from chapters 171, 205A, and 343 of Hawaii Revised Statutes, provided the work is limited to existing poles, conduits, and rights-of-way with no significant changes to infrastructure.

Prohibits telecommunications companies from being required to replace utility poles when installing or improving telecommunications cables, provided the weight load and diameter do not exceed prior levels and the pole is not damaged or made less safe.

Requires 30 calendar days' notice to the director of commerce and consumer affairs before commencing exempt broadband work, except for public utilities or government entities providing access as infrastructure owners.

Mandates that utilities respond to pole access requests within 45 days and provide written denial with specific evidence if access is refused, consistent with Federal Communications Commission requirements.

Amends Act 199, Session Laws of Hawaii 2010 to replace the cable television administrator with the director of commerce and consumer affairs as chair of the broadband assistance advisory council and convenor of the broadband work group.
