Establishes an "Asia-Pacific Economic Cooperation nation program" within the Hawaii Legislature through the house of representatives and the senate.

Program organization and structure shall be determined by the rules of the house of representatives and the senate.

Program may include a host country day event for each legislative day during the twenty-one days prior to the end of the 2011 regular session to recognize different APEC member nations' flags and national anthems on their respective national days.

Act takes effect upon approval and automatically repeals on December 31, 2011.
