Extends the sunset date of the starlight reserve advisory working committee from June 30, 2011 to June 30, 2012.

Appropriates $745,000 for fiscal year 2011-2012 and $745,000 for fiscal year 2012-2013 to the Department of Business, Economic Development, and Tourism for the office of aerospace development.

Funding allocations include $400,000 for the Pacific International Space Center for Exploration Systems, $125,000 in matching funds to the University of Hawaii for National Science Foundation grants, $75,000 for NASA habitat demonstration unit installation, $70,000 for the Pacific International Space Alliance, and $40,000 for a full-time administrative assistant.

Authorizes support for aerospace advisory activities, program development and outreach to federal and foreign governments, public education initiatives, and community outreach related to aerospace development.

Takes effect on July 1, 2011.
