Requires the Department of Land and Natural Resources to notify mooring permit holders within five days of permit expiration by certified mail or personal service, including information on penalties and reinstatement deadlines.

Allows holders of expired mooring use permits to have permits restored within 30 days by paying a one-time penalty fee plus all applicable fees and charges owed.

Allows holders of expired non-mooring use permits to have permits restored by paying the applicable renewal fee plus any penalty fees owed.

Effective July 1, 2011.
