Establishes a statewide automated victim information and notification system under the Department of Public Safety to notify registered crime victims of offender status changes via telephone or email.

System must automatically notify victims when an offender is transferred to another facility, transferred outside the state, released on temporary leave, discharged, or escapes.

System must notify victims of upcoming parole hearings and changes in offender parole or supervision status, and allow victims to check offender status via toll-free phone line or public website 24/7.

Prosecuting agencies must inform victims of their right to register in the system; system participation constitutes compliance with existing victim notification requirements under Chapter 801D-4.

Appropriates $400,000 for fiscal year 2011-2012 and $289,000 for fiscal year 2012-2013 to the Department of Public Safety to establish and maintain the system, effective July 1, 2011.
