Establishes a farm-to-school program within the Department of Agriculture to increase procurement of locally-grown fruits and vegetables by public schools.

Authorizes the Department of Agriculture to coordinate policies, assist growers in marketing to schools, help schools connect with local producers, and support farm-to-school initiatives including farmers markets and school gardens.

Defines "Hawaii-grown produce" as unprocessed or minimally processed fruits and vegetables grown in the State, including flash-frozen options.

Creates a task force to examine feasibility of school gardens for lunch programs, a Hawaii-grown fresh fruit and vegetable program modeled on federal standards, and to advise on farm-to-school program implementation.

Takes effect July 1, 2030.
