Requires the Department of Land and Natural Resources to establish a 2,000-foot conservation easement coastal buffer zone on all state-owned lands on the island of Hawaii (approximately 98.4 miles of coastline)

Designates the buffer zone as a no-build area in perpetuity, except for necessary park buildings, and prohibits sale, mortgage, transfer, trade, or rezoning of the land

Applies to the Ala Kahakai National Historic Trail area, extending from Upolu Point in North Kohala to Hawaii Volcanoes National Park, to protect cultural sites, fishing access, and recreation for Hawaii residents

Exempts harbor expansions and structures with approved building permits prior to the Act's effective date from the no-build restrictions

Takes effect upon approval
