Adds a new definition of "long-term care facility" to Section 209E-2, Hawaii Revised Statutes, including skilled nursing facilities, nursing facilities, nursing homes, and other similar adult care facilities licensed by the State to serve the elderly.

Expands the definition of "service business" under the Enterprise Zone program to include care provided in long-term care facilities.

Restructures the "service business" definition to clarify that it includes: repairs of ships, aircraft, or assisted technology equipment; and provision of telecommunication services, information technology design and production, medical and health care services, education and training services, or long-term care facility services.

Allows long-term care facilities to qualify for Enterprise Zone program benefits and incentives.

Effective upon approval.
