Establishes the Makua Valley Reserve Commission with 9 members representing Malama Makua, Hui Malama O Makua, evicted families, Waianae coast community, Office of Hawaiian Affairs, U.S. Army Pacific, Hawaii Adjutant General, Board of Land and Natural Resources, and native Hawaiian organizations.

Designates Makua Valley (including ahupuaa of Kahanahaiki, Makua, and Koiahi) as a reserve for native Hawaiian cultural, spiritual, and subsistence practices; archaeological, historical, and environmental preservation; habitat restoration; and education, with commercial uses strictly prohibited.

Transfers management and control authority from the Department of Land and Natural Resources, Board of Land and Natural Resources, Land Use Commission, City and County of Honolulu, and island burial councils to the commission regarding valley reserve dispositions and approvals.

Creates the Makua Valley Rehabilitation Trust Fund to receive federal rehabilitation funds, legislative appropriations, and administrative fines, to be used for restoration projects and employed specialists until the fund repeals on July 1, 2045.

Establishes penalties of up to $1,000 fine or 30 days imprisonment for violations; administrative fines of $10,000 to $25,000 based on violation history; and up to $5,000 per damaged natural resource or historic property.
