Establishes smart growth coordination responsibilities for the Office of Planning to incorporate ten smart growth principles in new and existing communities throughout Hawaii.

Requires the Office of Planning to gather and disseminate information to counties, nonprofits, and developers on smart growth development practices, provide assistance navigating state regulatory processes, and coordinate executive branch input on related legislation.

Defines ten smart growth principles including creating diverse housing, walkable neighborhoods, mixed land uses, preserving open space, and strengthening existing communities.

Amends Chapter 225M to add smart growth development and infill planning as an explicit function of the Office of Planning alongside existing comprehensive planning duties.

Requires the Office of Planning to submit annual reports to the legislature on smart growth activities and implementation no later than twenty days before each regular legislative session; effective July 1, 2011.
