Establishes a new chapter authorizing developers of residential communities with 50+ units to voluntarily develop sustainable communities in Hawaii through an expedited permit process.

Requires sustainable communities to generate at least 50% of energy onsite, divert 75% of solid waste from landfills, implement wastewater treatment and recycling, conserve water, and designate 50% of land as open space.

Creates an Energy Resources Coordinator-led ad hoc development advisory committee to review project plans and execute written development agreements outlining sustainability requirements on a case-by-case basis.

Mandates that state departments and agencies expedite permit applications for qualifying projects with a 360-day review period; permits are deemed approved if no decision is rendered within that timeframe.

Requires participating developments to designate at least 30% of residential units as affordable housing, maintain public access (no gated communities), and establish a community association within one year of occupancy for ongoing compliance monitoring.
