Amends Section 104-24, Hawaii Revised Statutes, to clarify that violations of prevailing wage law are counted separately for each project rather than per investigation.

Changes the definition of "a first, second, or third violation" to refer to each individual project where the Department of Labor and Industrial Relations finds a contractor failed to comply with prevailing wage requirements.

Allows contractors with multiple violations across different public work projects to face separate penalties for each project, rather than having multiple violations consolidated into a single violation finding.

Does not apply retroactively to rights, duties, penalties, or proceedings that existed before the bill's effective date.

Takes effect upon approval.
