• Eliminates requirement for repeat intoxicated drivers to surrender motor vehicle registrations and license plates, allowing them to install ignition interlock devices in any vehicle they operate instead.

• Removes provisions establishing temporary vehicle registrations and temporary number plates for repeat intoxicated drivers arrested after December 31, 2010.

• Repeals sections 291E-47, 291E-48, and 291E-49 relating to special motor vehicle registrations for household members and title transfer restrictions during revocation periods.

• Makes persons with lifetime license revocations eligible for relicensing if they complete all criminal conviction requirements, comply with revocation conditions, and install ignition interlock systems.

• Applies retroactively to arrests occurring on or after January 1, 2011, and extends the ignition interlock implementation task force deadline to June 30, 2012.
