Establishes a working group on private-public management of small boat harbors within the Department of Land and Natural Resources to develop a demonstration project for Honokohau marina and small boat harbor on the island of Hawaii.

Working group composed of nine members including the DLNR boating and ocean recreation administrator, director of business and economic development, Hawaii county mayor, governor's representative, and three Hawaii Fishing and Boating Association members representing different marine user categories.

Working group shall report findings and recommendations to the legislature no later than twenty days before the 2012 regular session and shall cease to exist on June 30, 2012.

Establishes a five-year demonstration project creating a nine-member executive board appointed by the governor to manage and operate Honokohau marina (58.81 acres) and 17.70 acres of adjacent fast lands, with DLNR providing administrative and operational support.

Creates the Honokohau Marina Special Fund to receive revenues from tenants and users, with funds appropriated for marina operations, maintenance, and facility development, with the board serving as the designated expending agency.
